摘要
随着我国公共服务市场化改革的不断发展,需求方缺陷和供给方缺陷成为进一步深化改革的制约因素,进而在现实中产生了诸如新的垄断问题、公共服务碎片化供给问题以及政府寻租和社会不公平等问题。要使我国的公共服务市场化改革深入有序地进行,需要建立起克服供给方缺陷和需求方缺陷的保障机制,这些机制包括培育多元化的供给主体;超越碎片化,构建协同供给机制;健全信息沟通机制;提高政府合同管理能力;消除"抽精去渣",建立健全公平保障机制等。
With the development of reform of China＇s marketization of public service, the further re- form has been restricted by both the ＂ supply-side defect＂ and the ＂demand-side defect＂. Such problems have occurred as monopolization, fragmentation supply of public services, governmental rent-seeking and social unfairness. To promote the further reform of China＇s marketization of public service, safeguard mechanisms to overcome the ＂supply-side defect＂ and the ＂demand-side defect＂ are proposed, which in cludes cultivating diversified providers, surpassing the fragmentation and setting up synergic supply mech anism, perfecting the information communication mechanism, improving the government＇s ability of con tract management, and establishing a sound mechanism to ensure fairness.
