基于熵流模型的人才生态区动态监测体系研究——以北京中关村海淀园为例 被引量:4

Research on Monitoring System of Talent Ecological Zone Based on Entropy Flow Model——Taking Beijing Haidian Science and Technology Garden for Example

摘要 人才生态区作为区域人才和环境复杂关系的人才生态系统,对区域人才资源具有培养开发、吸引、配置、使用和留住等功能,并可为区域的可持续发展提供人才保障。本文首先从熵流分析的角度,以熵变关系作为检验和判断人才生态区发展方向的理论和方法,通过建立影响人才生态区熵流的评价指标体系框架,初步构建了人才生态区发展方向的判别模型,以此来监测人才生态区的运行状况,进而提出优化人才生态区的发展路径。然后,以中关村海淀园作为案例分析的对象,对该监测体系的实用性和可操作性进行了验证,并利用该评价结果,以及通过与美国硅谷的比较,对海淀园人才生态区建设存在的问题进行了初步诊断,给出了海淀园创建世界一流园区的策略建议。 As a kind of complex huge system composed of talents and their living environment, talent ecological zone plays a main role in talent development, use and configuration, and provides talent supports for regional sustainable develop-ment. Based on entropy flow model, a framework of evaluation index system is explored, and then a discriminative model to indentify the development direction of talent ecological zone is built in order to monitor its development status and provide some development paths to optimize its development trend in this paper. Finally, an empirical analysis on the monitoring system of talent ecological zone in Beijing Haidian Science and Technology Park is carried out, which tests its practicability and operability partly, diagnoses the problems confronted to Haidian S&T Park compared with American Silicon Valley, and provides some policy suggestions for Haidian Science and Technology Garden to be a world-class park in the future.
