摘要
本文从社会伦理的角度研究了灾害经济的效率问题。当前经济学的"贫困化"倾向使得经济研究对灾害经济效率的特殊性缺乏现实认识和理论依据,灾害条件下,外部因素的介入加剧了市场的不完全程度,伦理道德支持对市场机制的效率实现起到了重要作用。道德压力下理性经济人的行为选择向社会伦理要求倾斜的程度,决定了经济均衡时的帕累托效率集从"伪效率"到"基于价值效用的效率"变动的形式和特点。社会伦理基础是市场机制的有效运行和效率实现的必需条件,其评价从经济基础、经济主体行为的社会伦理维度和市场伦理维度等层面展开。
The paper studies economic efficiency under disasters based on social ethics. The economics＇ impoverishment tendency of current times make studies about it Lack of practical knowledge and theoretical basis. Economy under disasters is different from the norm, the intervention of external factors exacerbate the extent of market incompleteness. Ethical and moral supports play an important role on the efficiency of market mechanism. When it achieves economic equilibrium, rational eco- nomic man＇s behavior choices under moral pressure would determine the form of Pareto efficiency, which form ＂false-efficien- cy＂ to ＂efficiency based on the value of utility＂. Under disasters, the social ethics foundation are necessary requirements for effective operation of market mechanism and economic efficiency. It could be evaluated by economic base, economic agents＇ so- cial ethics dimensions, ethical dimensions of market, etc.
