摘要
当前土地整治的地位和作用受到国家更高的重视,新一轮的土地整治规划也面临着更高的编制要求,而科学地对其可行性进行评价,是土地整治规划编制实施的基础和前提。本文针对最为具体的县级土地整治规划,深入剖析了其规划可行性的概念和目标,界定了县级土地整治规划可行性评价的原则和内容,并根据其内涵构建可行性评价体系,为具体分析编制条件、规划目标、规划效果、实施过程,度量县级土地整治规划可行性提供了可行的参考建议。
The current status and role of the land remediation is more highly valued by nation, therefore a new round of land remediation planning is confronting with higher requirements for compilation. As the basis and premise of implementation of the land remediation compilation, it is necessary to e- valuate the feasibility of the planning scientifically. This article analyzes the concept and objection of the feasibility in depth, defines the principle and content of the feasibility evaluation of the land remediation planning of county reg/on, and then provide practicable suggestions for concrete analysis of compiling conditions, the programming goal and effect, the implementation process and measurement to the feasibility of the land remediation planning at the county level, based on the feasibility evaluation system constructed in accordance of the content of the evaluation.
