摘要
渔港是沿海渔区重要的基础设施,既是沿海防灾减灾体系的重要组成部分,也是渔区经济社会发展的重要基础。本文综述了已有渔港建设的研究成果,认为渔港是构建渔区渔船防灾减灾的重要屏障、促进渔业产业转型升级和渔民就业的重要平台、推进渔区城镇化和建设新渔区的重要载体,同时分析了台州市渔港建设和管理的案例,指出台州市渔港建设和管理中存在的主要问题,包括建设速度偏慢、渔港功能单一和渔港管护体制尚不健全等,并按照保障和改善渔民生计的要求,提出加快推进渔港建设和管理的思路建议。
Fishing port is a critical infrastructure in coastal fishing areas. It is not only an important part of coastal disaster prevention and mitigation system, but also is an important foundation for economic and social development in coastal areas. Overview was made on the existing fishing port construction research. And the role of fishing ports in coastal disaster prevention and mitigation, promoting industrial restructuring and upgrading , improving employment in fishermen, advancing urbanization in fishing areas and building new fishing community were analyzed.
