The title of Ocean Century embodies that each country already have comprehensively developed the ocean.China is a maritime country, and the marine development has important strategic significance for the development of national economy, regional soeiety, marine science and teehnology, energy development, marine rights protection and so on. So the marine development is the only way to achieve Chinese maritime power.
