摘要
相比于当前偏重于政治、法律、经济、道德和文化等中、宏观层面的定性研究,本文通过148个典型案例的实证,对工程腐败的严重程度、个体权力特征和行为特征进行了微观和定量考察,以寻找对工程腐败严重程度的影响因素。论文首先基于典型案例进行了相应描述性统计分析,然后利用多元线性回归和Ordered Probit回归两种计量分析模型,对主体特征、权力特征和行为特征对工程腐败金额的影响进行了测量。结果显示,潜伏时间和土地环节对腐败严重性具有显著影响,主体特征、权力特征和行为特征中的其他因素对腐败严重性也有规律性影响。进一步回归分析和预测还发现,权力等级和行为特征的变化对腐败严重性作用效果不同。论文最后给出了减少、预防和治理工程腐败发生和发展的政策建议。
Different from existing qualitative researches that focus on politics, law, economics, ethics and culture etc. in macroscopical level, this paper chooses an empirical study method with 148 typical cases to research the correlations and regularity among corruption severity measured by corruption amount, actors power and behavior features in construction industry at microcosmic and quantitative level. Based on descriptive statistical analysis and two quantitative analysis models, multiple linear regression and Ordered Probit regression, it is revealed that the corruption duration and land leasing have distinct impact. By further regression analysis and forecasting, the results reveal that the power levels and behavior features have regular impact on corruption amount. In the end, some policy suggestions are brought forward to reduce, prevent and govern corruption.
