摘要
美国为应对市场萎缩型产能过剩而采取的以产业深化创新和培育产业竞争力为根本途径的产能过剩治理措施,对于我国化解产能过剩具有重要的参考价值。应借鉴美国经验,科学认识我国现阶段产能过剩的性质和成因,分类施策,以结构调整化解产能过剩;综合施策,采取供给侧和需求侧的措施化解产能过剩;统筹协调,综合运用多种手段化解产能过剩。
America＇s taking to foster industrial innovation and deepen industrial competitiveness as a fundamental way to resolve market atrophy overeapacity has important reference value for China to resolve the overcapaeity. We should on the one hand learn from the U.S. experience, understanding our current overcapacity＇s nature and causes scientifically, on the other hand taking classified facilities strategy by restructuring industries to resolving overcapacity, taking comprehensive facilities strategy by adopting supply-side and demand-side measures to resolve the overcapacity, and taking coordinated facilities strategy by comprehensive use of various means to resolve overcapacity.
