摘要
介绍了新规范的特点及其变化内容,指出新规范使工程施工过程的每个计价环节有"规"可依、有"章"可循;责任划分明确,可操作性强;强化了期中结算,弱化了工程完工后的竣工结算,强调了历次结算的重要性,为规范工程造价计价行为的长效机制的发展提供了强有力的保证。
This paper introduced the characteristics and changes content of new specification, pointed out that each valuation link had ＂rules＂ to accordance with, ＂guidelines＂ to follow, had clear responsibilities division, strong operability in new specification project construction process, strengthened the interim settlement, weaken the completion settlement after project completion, emphasized the importance of previous settle- ment, provided strong guarantee to norm the development of long-term mechanism of project cost pricing behavior.
