摘要
职业教育战略地位与现存管理体制的符合度存在较大落差,职教发展过程中诸多现实问题的解决,需要在法制的框架下推进管理体制的创新,将原隶属于不同部门和行业的各类职业院校实行归口管理,从立法上保障中央与地方的联动,为社会经济发展培养可用之才。
The strategic position of vocational education is quite different from the current management system. The solution to the practical problems in the development of vocational education is to promote innovation of man- agement system under the framework of institutionalization. Different kinds of vocational colleges belong to different sectors and occupations are put under centralized management by specialized department, which achieves the inter- action between the central and the local on the legal basis, to cultivate useful talents for the social and economic de- velopment.
