摘要
铁路公益性补贴机制对于铁路可持续发展有着重要的意义。通过对铁路公益性内涵及表现形式的研究,探讨新体制下实施铁路公益性补贴的目标和所要解决的问题,据此提出建立铁路公益性补贴机制的构想。
Subsidy mechanism of railway public welfare has great significance on sustainable development ofchina＇s railway. By researching the connotation and form of the railway public welfare, the article discusses the goal and problems of establishing a subsidy mechanism underthe new management system and raises some ideas about how to establish public subsidy mechanism in railways.
