摘要
通过草原有偿承包 ,极大地调动了牧民投资建设草原的积极性 ,有效地缓解了草畜矛盾 ,天然草原承包到户实行有偿使用 。
The responsibility system of contract for grassland-paying utilization had been fulfilled from 1996 in Tianzhu County, included two stages such as case study and extension. A total of 39 000 hm 2 and 3 370 hm 2 grassland has been contracted by farmers and farmer groups, respectively. This system would enhance construction investment from farmers, benefit for keeping balance between carrying capacity and stocking rate. It is a essential policy for sustainable development of grassland in Tianzhu County.
