摘要
目的:对武汉市洪山区各项目人力分布现状进行调查,分析存在的问题,为合理投入人力,促进基本公共卫生服务均等化提供对策。方法:主要采取问卷调查和访谈法获取资料。结果:项目总体投入水平不高且分布不均衡,公共卫生执业医生缺乏;各机构之间人力投入不均衡,各机构内部项目之间在工作人员数方面呈变异较大的趋势,在实际工作人/年方面有变异较小的趋势;各项目之间人力投入不均衡,预防接种、重型精神病管理、卫生监督协管等项目在投入上有典型意义。结论:基层公共卫生人力投入不均衡的情况普遍存在;社区参与和项目内容规范是决定人力投入的重要因素;政府投入是人力投入的重要保障。建议加强基层公共卫生执业医师队伍建设;提升社区参与;完善项目规范化开展的制度建设;加大政府在项目的人力方面的投入。
Objective:The paper makes an investigation of the current situation of human resources distribution of basic public health projects, analyzes potential problems they are faced with and offers recommendations for the reasonable input of human resources and promoting fair supply of public health services. Methods:Interviews and questionnaires were employed to obtain data. Results:The level of input was relatively low and imbalance existed in these centers,public health practitioners was lacking;the human input was imbalanced between projects in the view point of agencies,and there was a large variation trend in terms of the number of staff,and a less variation trend in terms of the actual person per year in the project ; human input was not balanced, and vaccination, severe mental illness management, health surveillance and co - management projects were in a typical representative of the human inputs. Conclusion: tmbalaneed input of primary public health human resources is prevalent ; community participation is an important factor of project human input;carrying out the project according to specifications is another important factor of project human input;the participation of the government will improve the project human input effectively. It is recommended to strengthen the public health practitioner team building; enhance community participation;improve the system of implementation of the project according to the standard;increase government investment in the human aspects of the project.
