摘要
面向国家创新体系建设全面推进和科技体制改革深化的新形势,从创新基地、协同创新组织、分配机制改革、资源整合、绩效管理等方面研究地方科研机构的创新体系建设,分析北京市科学技术研究院等地方科研院所的发展实践,提出新时期地方科研机构战略发展建议。
Considering the new situation of national innovation system developing all - round and science and technology system reform deepening, this paper studies the innovation system construction of regional science and technology institutes from the perspective of innovation base, cooperative organization, interest distribution mechanism, resource integration and performance management. It carries out case study on typical regional institutes, such as Beijing Academy of Science and Technology. Regarding the five aspects of innovation system, it puts foward feasible suggestions for the strategic develop- ment of regional institutes.
