摘要
公众参与能够使政府与公众之间达成信息对称并使两者在行为选择上趋于一致。中国经济转型的成就是公众参与的结果,中国经济转型面临的深层矛盾和问题只有通过公众参与才能有所突破和得到解决。在经济转型的过程中,当改革的对象与公众产生距离时,公众参与可以打破内部人主导改革的倾向,沿着使人们普遍受益的路径继续推进经济体制改革。
Public participation enables information symmetry between the Government and the public, and allows them to make consistent selection of behavior. The achievements in economic transition in China resulted from public partici- pation. Only by public participation the severe contradictions and problems facing the economic transition could be solved. During the process of economic transition, when the object of reform deviates from the public, public participa- tion could eliminate the tendency of dominating the reform from internal and advance the economic system reform in the way that benefits the public.
