摘要输配分离是电力产业市场化改革必须要经历的过程,输配电环节自然垄断的不同特点、输配成本透明化的要求等都显示了输配分离的必要性和可能性。各国电力改革的实践体现了输配分离的大趋势,也为我国输配分离提供了各种可供参考的模式。考虑到我国所处的发展阶段,当前的输配分离应该坚持积极稳妥的指导思想,改革的难点可能集中在基层供电企业。
