摘要
把关与服务是动植物检验检疫工作的双重基本要求。把关与服务是辩证统一的关系,把关是第一位的服务。在进出境动植物检验检疫工作中,处理把关与服务关系的基本原则应当是:在进出境动植物检验检疫相关法律法规框架内,以为国把关和促进经济社会发展为价值取向,正确认识把关与服务辩证统一的关系,坚持把关与服务相结合,在把关中服务、在服务中把关,始终把握把关的本质内容,不断改革服务的体现形式,在把关与服务相结合中求作为,推动进出境动植检工作向前发展。
Checking on and services are the dual basic requirements of Entry-Exit Animal and Plant Quarantine.Checking on and services have inherent connection of dialectical unity,and checking on is the primary service.In the work of Entry-Exit Animal and Plant Quarantine,the basic principle of handling the relationship between checking on and services can be described like that,based on the laws and regulations’ frame of Entry-Exit Animal and Plant Quarantine,we should take the value orientation of checking on for the country and promoting the economic development,and we should correctly understand the relationship of dialectical unity between checking on and services,and persist in combinating checking on with services,and achieve the desired effect of checking on in services,and to service in checking on,too.To carry out the combination of checking on and services,we should always grasp the essence of checking on and constantly reform the pattern of services manifestation,and to accomplish in the combination of checking on and services,thus the work of Entry-Exit Animal and Plant Quarantine can be drived foward.
