摘要
为有效处理公共工程突发事件中模糊和不确定的信息,提出基于多粒度语言信息的应急决策方法。首先,决策者依据自身情况选择合适的语言短语集,给出各项关键指标权重的偏好信息,进而将多粒度语言信息作一致性转换,并引入近似理想方案的顺序优选技术获取各项关键指标的权重系数。然后,使用加权平均算子将各个备选方案的偏好信息依次与决策者的相对重要度和关键指标的权重集结,得到各个方案的综合评估值,以确定最优方案。最后,以某水库建设中土方坍塌事故为例,验证该方法的有效性和实用性。
Due to the information of emergency decision-making in public construction is fuzzy and uncertain,to cope with it in an effective way,a multi-granularity linguistic information-based approach of selecting the contingency plans was proposed.Firstly,each estimator gives assessment information on key attributes using the suitable linguistic scale,and some transformation functions were used to unify the multi-granularity linguistic labels into a uniform linguistic label set,the weights of key attributes were obtained through the method of TOPSIS.Secondly,the weighted arithmetic average operator was introduced to integrate the given preference values with the weights of decision makers and attributes,then the comprehensive values of each alternative were obtained.Finally,the feasibility and availability of the proposed approach were demonstrated by a case of landslip during construction of a certain reservoir in China.
