摘要
西部地区在扩大对外开放、吸引外来投资的同时 ,应充分重视对内开放 ,加强东西合作 ,调动国内投资者投资西部的积极性。TOT模式是西部地区扩大对内开放、积极融通内资的有效措施。
The western areas has enlarged its opening scale and attracted foreign investment,meanwile,it should also pay close attention to the opening to home,and strengthen the west-east corporation to stimulate the home investors' zeal for investing in western areas.TOT pattern is one of the effective measures to enlarge the opening to domestic areas and accumulate the domestic funds.
