摘要
互联网技术的飞速发展为公民实现政治参与提供了重要平台,基于这种空间所诞生的新型公民政治参与,提升和拓展了政府善治的范围与层次,推动了公民治理主体意识的提升,强化了对政府施政过程的监督。同时,网络政治参与的迅速崛起,也给政府管理带来了诸多挑战。为此,需要提升网络主体自主表达与自我规避的政治参与意识,需要实施公开、透明、包容、高效的互联网管控方法,需要搭建起政府与社会公众互联网合作共治的互动平台。
At present, political participation and political space on the network is a kind of growth new things. The appearance of citizen political participation on the Network political space expands and enhances the scope and level of management, promotesthe transformation of citizenship from object by rule to management subject strengthens the supervision of government policy process. Meanwhile, with the rapid rise of network political participation,it also brings a series of challenges to government management. For this, we need to construct the strategy of self restraint and rational expression, construct the strategy of open, transparent, inclusive public management, construct the strategy of interaction between public institutions,public figures and citizen equality contention about interaction about equal discussion and contention.
