摘要
目的研究一套科学合理、有效可行,适合重庆市基层医疗卫生机构关于基本公共卫生服务的绩效考核指标体系。方法采用文献分析法、专家小组讨论和德尔菲专家咨询法进行指标体系的构建。结果专家权威程度均值为0.892 4,两轮专家咨询的协调系数分别为0.349和0.497。指标体系分为三级,其中一级指标3项,依据权重大小依次为服务效率、服务量和反应性;二级指标8项;三级指标27项。整个指标体系总的Cronbach’sα系数为0.875,具有很高的内部一致性,指标体系的总信度较好。对两次专家咨询指标体系中的三级指标标进行适当性(Kaiser-Meyer-Olkin,KMO)检验和Bartlett球形检验,得到KMO=0.825,球形检验P<0.001,指标体系有较好结构效度。结论本绩效考核指标体系能测量出真实的基层医疗卫生机构从事基本公共卫生服务水平。
Objective To evaluate index system of performance examination of basic public health services of pri- mary health institutions in Chongqing City. Methods The literature review and Ddphi expert method were used. Results The mean level of expert authority was 0. 892 4, and the two expert advisory coordination coefficient was 0. 349 and 0. 497. The index system was divided into 3 grades. The first included 3 items （ service efficiency, service load, react- ance, respectively）, the second included 8, and the third 27. The total Crunbach＇ sot of whole indicator system was 0. 875, with high internal consistency and good total reliability. KMO = 0. 825 and Bartlett P 〈 0. 001, which demonstrated the system had good construct validity. Conclusions The indicator system can evaluate the true service levels of primary health organizations.
