摘要
当前新疆边境小额贸易出口的优惠政策趋于"空心化",在出口税收、加工贸易、差别待遇等方面存在的政策缺失与不足,致使边贸出口面临相应的瓶颈效应制约。因此,需对加工贸易实行重点地区和重点承接地的特殊扶持,以及转移项目"绿色通道"的特殊管理;对小(微)边贸企业从资金、搭建交流渠道、组织新政策宣讲、传递市场动态等方面重点倾斜。
At present, it became hollowing out of some export preferential Policy in Xinjiang＇s border trade . The policy has some deficiency and insufficient in export tax, process- ing trade and discrimination treatment etc. it results in the export bottleneck restrict at border trade, it should carry out special support on key regions and key undertaking Spot in processing trade, carry out special control on transfer project green channel in processing trade, and give extra help to peanuts by providing fund, building communication chan- nels, organizing new policy preach and tranfering market dynamic.
