摘要
广播电视经过模数转换后带来数字红利频段。分析了数字红利频段的传播特性和发射功率覆盖效率。使用700MHz建设移动通信网络,在相同覆盖条件下,建设成本约为2.6GHz频段的1/8。通过研究国外数字红利频段的规划,对比数字红利频段与其他频段的拍卖和收益情况,数字红利频段的拍卖价格为2.6GHz等高频的30~40倍,带来的巨大经济收益也是广播电视业务的5~10倍。将数字红利频段应用于宽带移动业务将产生的巨大社会影响和经济收益,对我国数字红利频段的规划和使用起到参考作用。
Digital dividend spectrum is brought by analog-to-digital conversion of broadcast television. The advantages of the propagation characteristics and covering efficiency of the digital dividend spectrum are analyzed in this paper. The construction cost of mobile communication network in 700 MHz is about 1/8 of that in 2.6 GHz frequency of the same coverage. By the study of global plans of the digital dividend spectrum, the paper contrasts the auction price and the economic benefit on digital dividend spectrum with those of other spectrum. The auction price of the digital dividend spectrum is 30 or even 40 times more than that of 2.6 GHz frequency. And the economic benefits are 5-10 times than that of radio and TV services. The paper might perform a reference of future digital dividend spectrum allocation.
