摘要
防洪是长江流域治理开发的首要任务。在总结长江流域防洪建设成就的基础上,分析现状存在的问题。从长江防洪特点、防洪实践、对洪灾认识的深入等角度论述长江防洪建设必须贯彻人水和谐的思路,妥善处理好人与水的关系,适度调节洪水,给洪水以出路,规范人类活动,减少洪灾损失,构建人水和谐的防洪体系,保障长江安澜。
Flood control is the primary task for the management of Yangtze River Basin. Existed problems are evaluated on the basis of summary of achievements in flood control. Discussions are made from the prospects of flood features, practice and understanding. It is suggested to follow the concept of harmony between man and water, properly deal with relationship between man and water, take flexible approaches and leave more space for floodwater storage and discharge, regulate human activities, reduce loss of flood disaster and create man-water harmonized flood control system for safeguarding Yangtze River.
