摘要
本文在介绍我国与发达国家在中小企业发展过程中的理论研究、政策支持、法律保护等方面不同做法的基础上，指出加强中小企业发展的理论研究，建立统一的中小企业管理机构和政策体系，加快中小企业法律法规建设是我国发展中小企业亟待解决的关键问题，并就这些问题与发达国家进行了比较分析。
On the basis of introducing the present development of middle and small enterprises in our country,this pa per points out that we should put the st ress in the study of the developments of middle and small business,establishing the unified administrative institution a nd policy system and accelerating the de velopment of rules and restrictions for the middle and small enterprises are cru cial problems awaiting to be solved,the paper also makes comparative analysis be tween the condition in our country and t hose in the developed countries.
