摘要
文中根据台风、航道特点、事故案例等,分析台风的特性、路径与风向的变化对长江江苏河段影响,提出内河船舶在长江江苏河段避台的安全应对措施,船公司与船舶在处理防台事务权力分配原则,及其强化防台应急处置能力的要求。
This paper, based on the characteristics of typhoon and shipping lane, and some accident cases, analyses the influence of the character, route and the variation of wind direction to inland vessels within Jiangsu.jurisdiction of tile Yangtze River. This Paper also proposes some measures that should be taken by the vessels above mentioned to avoid the influence of typhoon, the principle of power distribution between vessel and its company, promote the capability of emergency response to typhoon.
