摘要
我国于2009年启动了海上风电建设项目并取得了一定的进展,但在实施过程中也暴露了规划协调、电价缺失、实施管理等问题。本文在总结我国海上风电建设的进展情况的基础上,分析了海上风电发展面临的主要问题,考虑海上风电经济性方面的特殊性,进行了电价测算,并根据当前海上风电发展需要,提出近期内实施临时标杆电价、在进一步招标项目基础上制定标杆电价、制定综合考虑水深等级和离岸距离等因素在内的阶梯式海上风电电价等政策建议。
Offshore wind power in China initialed in 2009 and a certain progress has been achieved, however, there are barriers including plan and coordination, pricing policy and implementation management etc.. The progress and the detail barriers of offshore wind power in China are summarized in the article. The requirement of tariff is analyzed, considering the special characteristics of offshore wind power in the aspects of investment, operation, maintain etc.. Policy suggestions are proposed, including implementing tentative tariff for planned offshore wind power projects in near term, formulating feed-in-tariff based on further offshore wind power conces- sion projects, comprehensively considering the depth of water and the distance of offshore.
