摘要
运用文献资料、实地访谈、问卷调查和数理统计等研究方法,对山东省农村基层行政村体育场地、器材、设施等硬件环境建设与运行状况进行深入剖析。结果表明:山东省农村体育场地设施建成率不高,人均占有面积低于全国水平,体育健身硬件环境有待进一步优化;场地设施单一且利用率偏低;场地建设选址具有"量体裁衣"的特点;建设经费主要依靠政府投入和彩票公益金,兼顾村财政拨款,企业、个人捐助等多元化筹集方式;部分场地器材设施存在安全隐患;体育场地设施的管理具有较大漏洞。
Literature review, field survey questionnaire and statistics methods are employed to comprehensively analyze sports playgrounds, equipment, facilities and other hardware environment construction and operation condition of Shandong rural administrative villages. Results show that building completion ratio of sports playgrounds and facilities is not high in Shandong rural areas. The per capita possession area is far below the national average and sports fitness hardware environment needs further optimization. Sports facilities are single and utilization ratio is low. The construction site selection is in accordance with practical situation, and construction expenditure mainly rely on consideration to diversified raising means such individual donors. Part of facilities are unsafe. the government investment and lottery, giving as village fiscal appropriation, enterprises and There are larger loopholes in sports playgrounds and facilities management.
