摘要
公共行政中规范主义和实证主义的哲学基础与理性之源分别是康德批判哲学中的实践理性与理论理性。本体优先于现象、目的优先于手段、自由优先于必然,这既是实践理性优先于理论理性的根据,也是规范主义优先于实证主义的理由。规范主义对于实证主义优先性的理论与现实意义在于维护公共行政学的公共性;捍卫公共行政的合法性;凸显"人本位"的价值理念;完善政府权力制约机制。
The philosophical and rational foundation of normativism and positivism in public administration is practical reason and theoretical reason of Kanfs critique philosophy. The noumenon takes precedence over the phenomenon, the pur- pose takes precedence over means , freedom takes precedence over the necessity, which are not only the basis on prac- tical reason prior to theoretical reason , but also the basis on normativism prior to positivism. The theoretical and practical significance of normativism priority to positivism is to maintain public property of Public Administration; to maintain legitimacy of Public Administration; enhance "people oriented" concept; improve the government's power restriction mechanism.
