摘要
水利水电项目规划与上、下层次规划(或建设项目)的关系及一致性分析,是水利水电规划环评中的重要内容和重要环节之一。以牛栏江流域(云南省部分)水资源综合利用规划及规划修编中环境影响评价为例,简要论述了水利水电规划环境影响评价与上、下层次规划(或建设项目)的关系及其一致性分析的主要内容、结论及意义。分析认为:牛栏江流域水资源综合利用规划与各层次规划、各专项规划基本相符;规划方案的实施可有效改善滇池流域的水环境,解决规划区域的生产、生活用水需求,有利于促进区域可持续发展。
When an environmental impact assessment for a water resources and hydropower plan is conducted, it is significant to conduct a consistency analysis on the relation between the proposed plan and its superior and subordinate plans. Taking the en- vironmental impact assessment work in revision of the water resources development planning of Niulan River Basin as an example, we study the relation between the water resource development plan and its superior and subordinate plans, and the main content, conclusions and meanings of the consistency analysis are discussed. It is concluded that the water resources development plan for Niulan River is consistent with other superior and subordinate plans of the basin. The implementation of the proposed plan can improve the water environment of Dianchi Lake, and satisfy the water consumption demands of industry production and people＇s living in the basin, thus promoting the sustainable development of the region.
