摘要
从农村劳动力短缺、农民工城市化倾向明显、农地资源严重抛荒来看,我国农地规模化经营的时机已经来临,但是我国目前的农地规模化政策和法律与农地规模化的基本理论和一般经验并不吻合,值得反思。我国应该采取以下新的对策:实行具有农地规模化偏向的经济措施;继续深化农地产权改革;提高我国的城市化水平,加速农民的城市化进程;实行农地股份合作社的流转方式使农地更大规模经营。
The time of China＇s large-scale agricultural land operation is approaching when labor in rural area is in short supply, the tendency of urbanization of migrant workers is obvious and a lot of agricultural land is abandoned. But China＇ s current policies and laws aren＇t suitable for the basic theory and general experience of large-scale agricultural land operation. The following new measures should be taken in China： to take economic and political measures to promote large-scale agricultural land operation; to continue to deepen the reform of agricultural land property rights; to develop self-organization of farmers; to enhance China＇ s level of urbanization; to accelerate urbanization of farmers; to implement agricultural land circulation by Agricultural Land Share Cooperatives.
