摘要
历届党和国家领导人从国家根本利益和战略全局的高度出发,对我国海洋海防海军建设问题高度关注,作出了一系列重要的指示、决策和论述,逐步形成了具有鲜明中国特色的海洋海防海军建设思想。其基本点是:着眼国家和民族的根本利益,突出中国海洋海防的战略地位;把握海洋战略形势的发展变化,确立中国海防的战略方针;适应海防军事斗争的客观需要,制定中国海军建设的战略规划;依据积极防御战略方针的基本精神,提出中国海防斗争的战略原则。党的海洋海防海军建设思想蕴意深刻,内涵丰富,系统地回答和解决了中国海洋海防海军建设的一系列重大战略问题,具有重大的现实意义和深远的历史意义。
Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao and other Party and state’s leaders,from the fundamental national interests and strategic perspective,highlighted the problem of marine coastal defense and navy force construction,made a series of important instructions,decisions and discusses,and gradually formed marine coastal defense and navy force construction thoughts with distinctive Chinese characteristics.The basic points are: having an eye on the fundamental interests of the state and nation,highlighting strategic position of China marine coastal defense;grasping the development and changes in the ocean strategic situation,the establishment of strategic policy for China’s coastal defense;meeting the objective needs of coastal defense military,making strategic plans of Chinese naval construction,drawing up strategic principle of China’s coastal defense according to the basic spirit of the strategic principle of active defense.The Party’s thoughts of marine coastal defense and navy force construction,profound in meaning and rich in connotation,systematically answered and solved a series of major strategic issues of Chinese marine coastal defense and navy force construction,had great realistic significance and far-reaching historical significance.
