摘要
科技新城以广义的生态和谐为目标,发展模式更具可持续性,是高新区发展的必然趋势。分析发现,高新区与科技新城互动发展的实现路径具体体现在创新网络化、产业生态化、功能社会化和环境生态化4个方面;针对"四化"的实现,从制度和政策保障、基础设施和公共平台支持、人才供给、市场机制几个方面提出具体措施,以期为高新区的顺利转型提供对策建议。
As the more advanced stage of hi-tech industrial development zone, the hi-tech new town is more sustainable with the broad ecological harmony goal. The path to realize the interactive development of hi-tech industrial development zone and hi-tech new town embodies in the innovation network, industrial ecology, functional social and ecological changes. In the transition of the high-tech industrial development zone, the government should provide good protection from the legal, system, mechanic, institutional and policy aspects, builds fine infrastructure and various public platforms, and provides the human resources guarantee mechanism from material, spirit, system, and etc. And at the same time the market mech- anism should gradually play a leading role to allocate resources efficiently. Under the background the new form of the hi- tech new town with the ecological harmony, high-tech, innovation agglomeration technology is gradually achieved.
