摘要
土地整治规划是保障土地整治科学、规范、有序开展的重要前提。我国现正全面开展土地整治规划修编工作,如何更好地在上位规划和土地利用总体规划框架下,协调衔接好相关规划,编制更为科学合理、更有效可行的土地整治规划,是亟需研究的课题。本文以广东省土地整治规划编制为例,提出"多规划协调"的重点在于明确规划协调的重点内容和改进编制方法,谋求"多规"统一。并可以借助GIS技术、引入"弹性"规划概念、基于"反规划"理念、以及基于部门协作等方式,最终实现基于"多规划协调"的土地整治规划编制。
Land remediation planning is an important prerequisite to ensure the launching of land remediation scientifically, standardized, and orderly conducting. Revision work of Land remediation plan is now carrying out comprehensive in our country, it is an urgent need to link the relevant planning coordinately and to work out a more scientific and rational, a more effective and feasible land remediation plan- ning in the the host planning and land use planning framework.Based on the land remediation planning of Guangdong Province, we proposed that the focal point of the multi-planning coordination lies on the clearly planning and coordination ofkey elements ,as well as the prepara- tion methods improvement to achieve multi-regulation unified. Besides, new patterns like introduction of GIS technology and the concept of ＂flexibility＂ planning, the concept that based on of ＂anti- planning ＂ and sector-based collaboration can help to achieve multi-planning and coordination of landremediation planning ultimately.
