摘要
随着近年来国内对能源需求的急剧扩张,石化建设项目在国内遍地开花。在石化项目建设过程中,"三超"现象时有发生,工程造价管理中出现了许多的新问题,出现了一些由于工程投资失误而引发的案例。因此,应对工程造价管理进行改革,建立一个科学的工程造价管理体制,加强工程建设各阶段的造价管理,采取有效的控制措施,以此达到降低企业的投资成本和投资风险,增加企业投资收益的目的。本文从工程建设投资方(业主)的角度介绍了项目建设各阶段造价管理的主要任务。
In recent years, with the rapid expansion of domestic demand for energy, the petrochemical construction projects in China blossoming everywhere. "'the three overspends" of the petrochemical project constructions have occurred fxequently, and more and more new problems have appeared. There have been many cases caused by investments with mistakes. Accordingly, in order to reduce the cost of investment and risk and increase profit of investment, we should reform the cost management of project; establish a scientific cost management of project system; strengthen cost management in each stage of the project and take effective control measures. This article introduces the main tasks of cost management in each stage of the project from the investor (owner) of the project.
