摘要
公共管理主体角色的公益取向乃公共性所决定,公共管理主体的角色冲突则使其公益角色选择陷入困境。这种现象从形式上看是一种角色错位,从实质上看则是公共管理系统内公共利益与特殊私人利益的博弈。公共管理主体的角色错位导致公益角色失败,从而损害公共利益。以公共责任所具有的公共性保障功能为基点而建构的公共责任制度,乃是控制公共管理主体角色冲突,实现公益角色复归的重要途径。
The public welfare orientation of public management subject role is determined by its publicity. The ＇role conflict of public management subject puts the role choice in the dilemma, which is viewed as a kind of role dislo- cation in form and game playing of two kinds of interests in the public management system in essence. The role dis- location of public management subject causes the public welfare role to become invalid, which will findly damage the public interests. The public liability system constructed on the base of public liability with the public guarantee features is also the important way to prevent the role conflict of public management subject and realize the return of public welfare role.
