当前,以绿色、低碳、健康为主题,以信息技术为支撑,由新能源、生物、纳米等领域的群体性科学技术突破引发的第三次工业革命,正在全球范围内兴起,为我国推进经济社会跨越发展提供了"百年一遇"的机遇,同时也带来了严峻挑战。要以改革创新迎接第三次工业革命,着力营造有利于新技术产业化和新兴企业成长壮大的体制机制和政策环境。
Currently, the Third Industry Revolution led by a group technology breakthrough is being more influential all over the world. For China, the situations are both once-in-a-century opportunities and severe challenges. In order to cope with the challenges and opportunities, China has to reform an innovative institution which is benefit for new technology commercialization and new business growth.
