摘要
近年来,商业银行通过代理国库业务越来越深入地参与到预算资金的周转过程中,有效提高了资金使用效率,为推动地方经济发展发挥了积极作用。但由于代理国库业务考核无法完全量化,对商业银行代理国库业务缺乏科学的综合评价体系。运用层次分析法原理,分三步构建商业银行代理国库业务综合评级体系,即建立层次结构模型、构造比较矩阵进行计算、一致性检验,实现定量与定性的结合,并最终得出商业银行代理国库业务综合评价结果。
In recent years, by involving in the turnover process of budgetary funds more and more deep- ly through acting for national treasury, commercial banks effectively improve the efficiency in the use of funds, and play a positive role in promoting local economic development. But Agent treasury business assessment cannot be fully quantified, which leads to the lack of the scientific comprehensive evalua- tion system for evaluating the commercial banks＇ agent service. This paper uses the theory of Analytic Hierarchy Process, divide into three steps to establish a rating system of commercial bank deputy trea- sury business, namely, to build a hierarchical model, construct comparison matrix and check consisten- cy, for the sake of achieving a combination of quantitative and qualitative, and eventually reach a con- clusion on commercial bank treasury business evaluation.
