摘要
本文以宁波市为例对我国政产学研一体化的发展现状和问题进行了研究。首先系统介绍了国内外政产学研一体化的发展现状及各自的特色。然后根据宁波市75家企业的问卷调查所得的数据,从三个角度进行全面的实证分析,得出政产学研一体化普遍存在的一些问题,如企业参与积极性不高、高校政产学研一体化基础建设薄弱、政府导向作用不明显、利益分配制度不健全等,并针对这些问题提出相应的对策:建立政产学研战略合作联盟,解决行业共性技术难题;深化政产学研合作机制改革,破解"利益"难关;落实以企业为主体的政产学研一体化模式,加强创新环境建设。
Taking ningbo city for example to our country administration the integrated development present situation and problems in the research. First of all, this paper introduces the government both at home and abroad the integrated development and their own characteristics. And then according to ningbo 75 enterprises of the data from the questionnaire survey, from three angles comprehensive empirical analysis, it is concluded that the combination of political integration the prevalence of some problems, such as enterprise participation enthusiasm is not high, the government integrated infrastructure is weak, the government guiding role is not apparent, interest distribution system not perfect and so on, and in the light of these problems, puts forward the corresponding countermeasures： to establish political combination of strategic alliance, solve the difficult technical problems, common industry Deepening the reform of the political cooperation mechanism, crack “interest”difficulties, implements the enterprise as the main body of the integrated administration mode, strengthening the innovation environment construction.
