摘要
改善基础设施是促进集中连片特殊困难地区经济快速发展的基础条件之一。建议集中连片特殊困难地区基础设施建设融资引入多元化融资主体,结合基础设施能否盈利的属性选择融资模式。对于非盈利性项目,地方政府除继续选择财政拨款和银行贷款外,可以进行财政收入资产证券化、发行地方政府债券和发起设立基础设施建设投资基金来筹措资金;对于准盈利性项目,政府可以选择PFI和PPP项目融资模式融资;对于纯盈利性项目,政府可以选择BOT项目融资模式。运用项目融资模式时要注意项目融资的风险防范问题。
Improving the infrastructure is one of the conditions to promote the economic development in concen- trated special area. This paper suggested that the financing of infrastructure should introduce diversified financing and the financing model choosing depended on whether the infrastructure could be profitable. For the financing of the nonprofit project, we had better choose the financial income asset securitization, issue the local government bonds and initiate the establishment of infrastructure investment funds except going on choosing the financial allocations and bank loans ; For the financing of the quasi-profit projects, the government could choose the PFI financing mode and the PPP financing mode; For the financing of the pure profit projects, the government could choose the BOT financing mode. In addtion, we should pay attention to the issues of risk prevention in project financing.
