摘要
技术跨越是技术和技术外所有因素的二元系统跨越,是二个难度自增殖创新系统,其同步行进的双螺旋跨越包括三个过程。在实践中,这种双螺旋跨越模式一般会出现知识管理难度不断增殖、追赶路径不好优化控制、跨越风险和成本可能较高、模式雷同可能失败等风险和瓶颈。技术外政策的强制引导主要有跨越路线图优化选择、弥补产业技术跨越政策链条缺陷、提高企业素质更换整体创新短板。
