摘要
退耕还林工程的实施是应对全球气候变化、实现生态保护和可持续利用目标的一项重要举措。通过对目前退耕还林工程生态效益补偿问题研究现状的阐述,分析了退耕还林工程进入"后补贴时代"以来的研究成果并指出了不足之处;同时基于碳汇交易的视角对现有生态效益补偿模式进行了评述,为实现由政府补偿转换为市场化补偿,提出了不断探索适合"后补贴时代"生态效益补偿新模式构建的建议,以期巩固退耕还林工程的有效成果,解决农民的长远生计问题,实现生态、经济和社会的全面发展;并对该领域未来的研究趋势进行了展望。
The implement of returning farmland to forests project is a measure answering to the global climate change and realizing the goal of ecological protection and sustainable development.The research status of eco-benefit compensation of returning farmland to forests project was reviewed,and the achievements and shortcomings of the project in ＂the post-subsidy era＂ were analyzed.Simultaneously,the ecological benefit compensation mode was commented based on the perspective of carbon-sink transaction.In order to realize the conversion of government compensation to market compensation,it was suggested to explore a new eco-benefit compensation model for ＂the post-subsidy era＂ continuously so as to consolidate the effective results of the returning farmland to forests project,solve the long-term livelihood of farmers,and achieve the comprehensive development of the ecological,economic and social.Finally,the future developmental tendency in this research field was forecast.
