摘要
高校人事管理制度是高校管理制度体系中的核心制度。建立和实施科学、高效的人事管理制度是维护高校正常管理秩序、促进高校可持续发展的必要保证。地方高校要实现全面、协调、可持续发展,必须坚持以科学发展观为指导,加强人事管理制度的改革和创新,树立以人为本新理念,建立新型人才引进制度,健全完善人才培养制度,完善选人用人机制,建立科学考核评价体系及新型分配激励机制。
The personnel management system is a core mechanism in the management institution of universities. The construction and implementation of scientific and efficient personnel management system is a necessary guarantee to maintain normal management order and promote sustainable development in universities. To fully realize overall, coordinating and sustainable development, local universities should adhere to the guidance of scientific development outlook, strengthen reforms and innovations in personnel management system, set up a new concept of people-oriented, establish new mechanism of introducing talents, perfect personnel training system, optimize personnel selection and employment mechanism, and build up a scientific evaluation system and new allocation incentive system.
