摘要
介绍国内外公路网层级划分方法及区域国防公路网相关研究情况，阐述了行政、技术、功能等级划分三者之间的区别与联系。采用模糊综合评价法建立了区域国防公路网功能层级划分模型，进而在基于通达程度的基础上将区域国防公路网划分为4个功能等级。最后以青藏公路格尔木一拉萨段为例，进行了实例分析。指出依据功能划分公路层次，并将等级的建设标准和行政等级的管理权限与之相对应，应是国防公路网层级划分的未来趋势。
Starting from introducing domestic and foreign highway level division methods, this paper used the fuzzy comprehensive evaluation method to establish the model of defense highway level division, and based on accessible and flexible de gree to divide the national defense highway network into four levels by a practical example, pointed out dividing highway network according to function and corresponding to its constructing standard as well as administration management power, which should be the trend for dividing the national highway network in the future.
