摘要
以甘肃境内42个农村社区的调研数据、统计资料和实证研究数据为基础,运用因子分析法中因子载荷、主成分分析方法,探索灾害、生态退化与贫困之间的耦合性,并建立了三者之间的耦合模式,据此首次在中国提出了"灾害风险管理-生态恢复-生计改善耦合模式",为21世纪气候变化背景下实施新型扶贫机制、生态治理和灾害管理提供了理论基础和决策依据。研究结论表明:"人类与自然耦合系统"中灾害风险、生态环境退化与经济贫困三者之间具有负向耦合关系,其中,经济贫困是"灾害频发-生态退化-贫困加剧"恶性循环的外部驱动力,环境退化和灾害频发只是经济贫困的外在表现和结果。要打破生态退化、灾害频发及贫困加剧的恶性循环,需要决策部门在生态治理、灾害风险管理及扶贫领域推行"灾害风险管理-生态恢复-生计改善耦合模式",打破垂直管理的部门壁垒,设计跨领域横向合作项目。
Correlations among disasters,environmental degradation and livelihood in Gansu province,China were systematically analyzed based on literature review,field survey and case studies through using factor analysis,factor loadings and principal component analysis methods.Then,an integration model of environmental rehabilitation-disaster risk management-livelihood improvement was set up according to the analysis results,which would lay a foundation for newly poverty reduction mechanism,ecological rehabilitation and disaster management in 21st century in the context of climate change.It is concluded that economically poverty is the external driving force for the downward spiral of disasters-environmental degradation-poverty,that environmental degradation and frequent disasters are only appearance of economically poverty,and that an integration model of environmental rehabilitation-disaster risk management-livelihood improvement should be fulfilled in order to break the downward spiral among ecological degradation,disasters and poverty.In addition,decision-making bodies should break down the departmental barriers characterized by vertical management model so as to reach sustainable development objectives by designing and implementing horizontal collaborative development programs in Gansu and the similar regions of China.
