摘要
乌鲁瓦提水利枢纽工程位于南疆和田地区塔里木河支流喀拉喀什河上，具有灌溉、发电、生态、防洪等综合利用的大型工程。该工程建成后，若采用适当调度运用方案，特别是采用优化调度方案，将有效缓解和田地区长期以来的春旱、夏洪、风沙以及电力供应不足等影响当地经济发展的问题。调度的首要目标应当是确保向塔里木河干流输水、维护整个塔里木盆地的生态环境，这样就能在增强民族团结，稳定边疆经济中发挥重要作用。
Wuluwati Reservoir, a key water work with comprehensive function of irrigation, power generation, flood control and environmental preservation, locates on the Kalakashi River which is a tributary of the Tarim River. When completed, if reasonable operation schemes are used, the project will mitigate spring drought, summer flood, dust storm and power supply stortage, which are the major problems,and hinder the regional economic development. But the first objective of the reservoir operation should be to water supply to the mainstream of the Tarim River, because realization of the objective may preservate the ecology of the basin, which may play key role in promoting the unity of all the nationalities, and enhancing the stability of the northwest borderland of our country.
