摘要
国家科技营销是为系统解决国家高技术研发计划成果扩散问题而提出的一种新的指导理念。它是指在国家科技计划的组织管理中引入现代市场营销理念,借鉴企业市场营销的思想和做法,从而促进科技成果有效地扩散。国家科技营销的基本思想有三点:一是国家科技计划管理部门要转变传统的以技术生产为中心的观念,确立先进的市场观念,在科技计划组织管理的各个阶段都做到以市场为中心;二是国家科技计划管理部门需要充分借鉴各种可行的市场营销方法;三是在国家科技计划管理部门内部组建专业的科技营销团队,履行国家科技营销的各项职能。
National science and technology marketing is a new idea we put forward to guide the systematic solution of diffusion problem in scientific and technological program. It refers to government introducing modern marketing idea, drawing on the experience of enter- prise in marketing, and so promoting technology diffusion. The basic thoughts of national science and technology marketing are summa- rized as follows : firstly, the government needs to change their traditional technology-production-center idea for a market-center idea and to manage scientific and technological program in accordance with market. Secondly, the government needs to draw on every feasible method of the enterprise marketing. Thirdly, the government needs to establish a professional marketing team to accomplish the functions of national science and technology marketing.
