摘要
随着科技体制改革的不断深化和市场经济制度的日益完善,企业已经成为中国研发活动的主体,企业研发规模已跃居世界前列,民营企业的优势地位不断增强。然而企业技术创新主体地位仍没有真正确立,其原因在于中国企业研发活动的质量仍有待提升,企业研发投入中仍存在着许多关键的结构性问题,包括研发强度低、科学研究的比重低、高技术研发占比低等等。本文对这些问题产生的原因进行了分析,并提出相关政策建议。
Along with the deepening of science and technology system reform and perfecting of market economic system, business en- terprise has become the main funder and performer of R＆D activities in China. The business expenditure on R＆D of China has leapt to the forefront of the world. The share of private enterprises＇ R＆D expenditure in BERD has been keeping an increased trend. However, the dominate status of enterprise in technology innovation has not been totally established. The reason lies in the quality of enterprises＇ R＆D activities in our country still needs to be improved, and also many important structural problems exist in R＆D investment of enter- prises, which include low R＆D intensity, small share of scientific research, and low proportion of high technology R＆D are still low. In this paper, the authors analyze the reasons for these problems and put forward relevant policy suggestions.
