摘要
山东蓝黄经济一体化战略作为山东省经济区域一体化重要战略的实施,必将加快山东经济建设新的步伐。但是一体化战略的实施不是简单的蓝黄经济的叠加。在一体化过程中,由于利益冲突,文化层次不同,电子政务水平不同,第三部门不够完善以及"行政区经济"的存在,为一体化的进程产生种种阻碍。实现政府协同,建设利益协调机制和资源共享机制、推进行政体制改革,完善制度保障,建立和谐文化,完善和发挥第三部门作用,将有利于推进一体化的顺利实施。
The strategy of economic integration of Shandong ＂blue and yellow＂ as the implementation of Shandong province regional economic integration an important strategy, will accelerate the pace of economic construction in Shandong new. But the superposition of the integration strategy is not a simple ＇blue and yellow economy. In the process of integration, because of conflict of interests, cultural level is different, different level of e-government, the third sector is not perfect enough and the ＂administrative region economy＂ , have all sorts of obstacles to integration process. The realization of the government cooperation, mechanism, advance the reform of administrative system construction of shared interest coordination mechanism and resources, improve system security, the establishment of a harmonious culture, perfect and give full play to the role of the third department, will have the smooth implementation to promote the integration.
