政企关系要与国有企业的内在属性和发展要求相适应 ;独立于行政性政府机构的国有企业管理委员会 ,是新型政企关系的实现形式 ;国企管理委员会与人代会和国企之间的内在经济联系 ,是明晰国有企业产权关系、建立有效率的国有企业管理体制的基础和出发点。
The relations between the government and enterprise should fit in with the internal property and the need of the development of state-owned enterprises. State owned enterprise management committee independent of administrative government agency is the form of the new relations between the government and enterprise. The economic relationship of state-owned enterprise management committee and people's congress with state owned enterprise is the basis and starting point of clearly defining the property right relations of state owned enterprise and setting up efficient management system of the state owned enterprise.
